Study on Innovative Mechanisms for Comprehensive Land Consolidation and Rehabilitation in Highly Urbanized Areas—A Case Study of Land Vouchers,Housing Vouchers,and Green Vouchers in Nanhai District in Foshan
The article takes Nanhai district,Foshan city,Guangdong province as an example to study and analyze the effectiveness and problems of the pilot comprehensive land consolidation and rehabilitation in highly urbanized areas.In view of the real dilemmas during the comprehensive land consolidation and rehabitlitation at Nanhai district,including high pressure of farmland protection,high resistance to vacating inefficient construction land,insufficient guarantee of development rights,low benefits of ecological protection,and poor operation of policy mechanisms,the govermnet of Nanhai district learnt from the experience and practice of the domestic advanced regions in vacating inefficient construction land,the US"Wetland Mitigation Bank",and the German"Ecological Account"system,to innovatively construct the land voucher and green voucher mechanism based on the clearance of inefficient construction land,the housing voucher mechanism based on the transfer of housing development rights,and the ecological voucher mechanism based on the balance of ecological land occupancy and reclamation,and improve the supporting policies for the market allocation of urban and rural land elements and the land transfer and agglomeration,so as to solve the problem of land use fragmentation.
