Discussion on the Proxy Exercise Mechanism of the Ownership of Natural Resource Assets Owned by the Whole People
The proxy mechanism of ownership of natural resource assets owned by the whole people is a way of exercising the ownership of natural resource assets,as well as an important measure to implement natural resource assets by the whole people,and is also a way of realizing the socialist public ownership system.At present,there is no clear provision in the law regarding the proxy system for ownership of natural resource assets owned by the whole people,and pilot areas began to explore the effective proxy performance mode.By analyzing the practical experience of the pilot areas,the article found that the proxy of the ownership of natural resource assets owned by the whole people is facing difficulties of unclear rights and responsibilities in the exercise of ownership,unclear natural resource assets quantities,and unsound proxy system.On these bases,the article puts forward suggestions in terms of optimizing the distribution of rights and responsibilities,doing a good job in asset inventory and statistics,compiling a scientific inventory of natural resources,and improving the proxy system.
