Analysis and Reflections on Overcoming the Difficulties in Implementing the Requisition-Compensation Balance Policy of Farmland—A Case Study of Guizhou
In the process of implementing the requisition-compensation balance policy of farmland,Guizhou province is influenced and constrained by natural factors such as geographical patterns,karst topography,and socio-economic factors such as capital and humanities.Combining the situation in Guizhou province and based on the status quo of farmland protection,the article illustrates the current dilemma of the requisition-compensation balance policy of farmland in Guizhou province,and also analyzes and points out that the reasons for the difficulties in implementing the requisition-compensation balance policy of farmland are the inappropriate adjustment of policies,inadequate investment in projects,improper management and protection of new farmland in later period.Based on these,the article proposes policy recommendations for improving the requisition-compensation balance of farmland:①Focusing on quality,increasing financial investment in projects.②Expanding ideas,tapping the potential of farmland land reserve resources.③Strengthening training,improving the work of record storage.④Controlling the use to ensure long-term stable utilization.⑤Exploring pilot projects,strengthening information sharing and interoperability.
