Research on the Renewal of Basic Land Price under the New Situation—A Case Study of the Central Urban Area of Xuchang City
The paper analyzes the necessity of updating and adjusting the current basic land price under the new situation in Xuchang city,Henan province from the perspectives of economic development,urban construction,land market,real estate market,and territorial spatial planning.In the new round of basic land price adjustment in Xuchang city,1942 effective sample points were selected in the central urban area for the land price survey.Starting from the market price survey,the effect of real estate price change on land price was analyzed by comprehensively considering the benefit accounting of urban construction land and the cost accounting of agricultural land conversion,and reflecting the rule of formation,change,and regional differentiation of urban land price.On the basis of the empirical research of market transaction price,the comprehensive urban land grading map and benchmark land price table were compiled.The new round of basic land price adjustment in Xuchang city refined the basic land price for secondary land classes for the first time,established the basic land price evaluation system for the use right of underground construction land,integrated the results of territorial spatial planning data,and formulated the annual rent standard,to provide support for realizing the efficient,accurate and convenient update of urban land grade and base land prices.
