Trinity Protection of Cultivated Land for Food Security—Policy Evolution,Realistic Dilemmas,and Optimization Paths
Ensuring food security lies fundamentally in cultivated land.The paper sorts out the policy context and system framework of the trinity protection of cultivated land in terms of quantity,quality,and ecology,and finds that the protection of cultivated land is facing many realistic dilemmas,including the low enthusiasm of the main participants in cultivated land protection,the need to improve the system of cultivated land occupancy-reclamation balance,the difficulty in improving the cultivated land quality,and the prominent problem of high-intensity utilization of cultivated land.Based on these analyses,the paper puts forward the optimization path for cultivated land protection in the context of food security:improving the incentive and constraint mechanism for cultivated land protection,perfecting the system of cultivated land occupancy-reclamation balance,strengthening the financial guarantee for the construction of high-standard farmland,and enhancing the sustainable utilization capacity of cultivated land resources.
