Research on the Impact of Inefficient Industrial Land Redevelopment on Land Productivity—An Empirical Analysis Based on the DID Model in A City of Jiangsu Province
Scientific evaluation of the actual effects of inefficient industrial land redevelopment policies on improving land productivity and the performance differences of different policy models are of great significance to optimizing the redevelopment policies of inefficient industrial land.Based on the firm-level data of A city in Jiangsu province from 2015 to 2020,the paper uses the difference-in-differences(DID)model to empirically evaluate the impact of inefficient industrial land redevelopment and different modes on firm land productivity.The results show that:①The land productivity of enterprises with inefficient land use is 162%higher after the implementation of redevelopment projects than that of other enterprises with inefficient land use.②Compared with that before redevelopment,the productivity of inefficient industrial land under the government-led mode,independent development mode,and market participation mode increased respectively by 194%,215%,and 179%.The level of industrial development,the cost of government acquisition and storage,the income distribution mechanism,and the development degree of secondary markets of industrial land are the main factors of the difference in the effects of different redevelopment modes.To improve the inefficient industrial land policies under different modes according to local conditions,it is suggested that all regions should take the following as the focus of redevelopment policy improvement:improve the enthusiasm of original land right holders for independent redevelopment,improve the income distribution mechanism of land acquisition and storage,strengthen the cultivation of land secondary market and the whole life cycle management of industrial land.
