摘要
福建省在国土空间用途管制实践探索方面形成了丰富的试点经验.文章从规划体系建立、计划管理、审批程序、生态治理、陆海统筹等五个方面系统总结了福建省国土空间用途管制工作的实践成效,在深入剖析规划编制、用地保障、生态和涉海空间用途管制实际工作推进中遇到的难点、堵点基础上,从国土空间规划编制与实施机制、建设项目规划依据、生态空间与涉海空间用途管制制度优化完善等角度,提出了针对性的对策建议.
Abstract
Fujian province has formed rich pilot experience in the practical exploration of territorial space use control.The paper systematically summarizes the practical results of territorial space use control in Fujian province from the five aspects such as planning system establishment,plan management,approval procedures,ecological governance,and land and sea overall planning.On the basis of an in-depth analysis of difficulties and blocking points encountered in the practical work of planning compilation,land use guarantee,and ecological and sea-related space use control,from the perspective of the compilation and implementation mechanism of territorial space planning,the basis of construction project planning,and the optimization and improvement of the control system of ecological and sea-related space use,the paper puts forward the corresponding countermeasures and suggestions.
