The marine governance modernization is an inevitable requirement for deeply participating in global marine governance and building a strong maritime country.It it is also a necessary response to the new trends,new demands and new challenges of the current marine resource development,marine economic development and marine eco-environment protection.As a new model of marine management,there are many difficulties in the marine governance modernization in China,such as,the backward concept of marine governance,the inadequate allocation of marine management functions,the uneven establishment of marine management organizations,and the unsmooth operation mechanism of marine management.In order to promote the marine governance modernization and the healthy and orderly development of marine undertakings,it is necessary to establish and improve the marine legal system,improve the marine management system and mechanism,optimize the functions of marine management,strengthen the awareness of modern marine,improve the public participation mechanism,and promote the application of digital technology.
