Study on the Realization Path of Natural Resource Asset Value—A Case Study of"Water Eco-Bank"
By analyzing the theory of realizing the natural resource assets value and the operation mode of the first"water eco-bank"pilot county in China,the paper discussed the realization path of natural resource value.It is found that the realization path of natural resource value follows the process of"resource assetization-asset capitalization-capital transaction-product and service monetization"in essence.The realization of natural resource asset value by"water eco-bank"is to acquire and store resources and integrate them into a high-quality asset package on the basis of clear resource property rights,so as to introduce social capital to develop and manage,and realize resource value with eco-products as the carrier.The existing problems of the"water eco-bank"are as follows:the industrialization system of water resources needs to be improved,and the water eco-ownership transaction is lacking;horizontal compensation of water resources is absent,and the source of eco-compensation is single;social capital participation is lacking enthusiasm,and financial attributes of capital are insufficient.In view of the above problems,the paper puts forward suggestions for optimizing the realization path of natural resource asset value:①Implanting eco-ownership transaction to build the whole resource industry chain.②Linkage of multiple social subjects to form multi-subject ecological compensation.③Innovate green financial products and expand multi-channel ecological finance.
