Analysis of Homestead Circulation and Influencing Factors from the Perspective of Grass Roots Managers
Grass roots managers play an important role in the circulation of homestead.Through the investigation of Puning city,Guangdong province,and on the basis of the data from 311 questionnaires collected from grass roots managers,the paper uses factor analysis method to analyze the main constraints of low-level homestead circulation.The results show that the problems of"multiple houses in one family",hidden circulation of homestead,and idle waste of homestead are prominent in Puning city.The grass roots managers believe that the main obstacles to the low-level homestead circulation in Puning city are the unsound security system of homestead circulation,the ineffective implementation of policies,the lack of motivational publicity,and the shackles of local complex.Based on these,the paper puts forward suggestions to promote the circulation of homestead:①Improve relevant laws and regulations,and establish the guarantee and incentive mechanism of homestead circulation.②Strengthen business training and improve the business capacity and policy implementation capacity of grass roots managers.③Strengthen publicity and guidance,and reverse farmers'wrong cognition about the ownership of homestead.
