摘要
村级工业园改造是存量土地开发与城市经济转型的重要力量,是破解城市土地增量难题的重要途径之一.文章通过梳理广州市村级工业园改造政策演进的三个阶段,分析新形势下广州市村级工业园改造的转型路径及改造过程中治理模式的选择机制,揭示了村级工业园改造中仍存在的园区定位不清、内生成长能力不足、治理失灵等困境.并针对问题提出相关政策建议:①加强长远整体规划,避免运动式推进;②明确政府定位,完善产业政策和用地政策;③构建合理的利益分配机制,创新治理机制.
Abstract
The reconstruction of village industrial parks is an important force in stock land development and urban economic transformation,and it is one of the most important ways to solve the problem of urban land increment.This paper analyses the transformation path of Guangzhou's village industrial park reconstruction under the new situation and the selection mechanism of the governance mode in the reconstruction process by combining the three stages of the policy evolution of Guangzhou's village industrial park reconstruction,and reveals the dilemmas that still exist in the village industrial park reconstruction,such as unclear park positioning,insufficient endogenous growth capacity,and dysfunctional governance.Relevant policy suggestions are put forward according to the problems:①Strengthen long-term overall planning,and avoid campaign-style promotion.②Define the government's positioning,and improve industrial policies and land use policies.③Construct a reasonable benefit distribution mechanism,and innovate the governance mechanism.
