新时代我国矿产资源储备地建设路径探索

摘要
矿产资源储备地作为矿产资源储备的构成部分,在保障国家资源安全、维持经济稳定发展、提高政府管理能力等方面发挥了重要作用,是新时代构建新发展格局的必然要求.文章在系统总结了国外矿产资源储备保障体系和我国土地储备运行模式的基础上,提出了构建新时代矿产资源储备地的实现路径.即以制度保障、组织保障和资金保障为支撑,构建起中央与地方联动的组织管理体系,形成"投—找—储—供"的全链条储备新机制,推动"资金—资源—资产—资本"的动态转化,实现矿产资源储备地的循环发展.
Abstract
As an integral part of mineral resources reserves,mineral resources reserve sites play an important role in ensuring national resource security,maintaining stable economic development,improving government management ability,etc.It is an inevitable requirement for building a new development pattern in the new era.Based on systematically summarizing the foreign mineral resources reserve guarantee system and land reserve operation mode in China,the article presents the realization path of constructing mineral resources reserve sites in the new era.That is,with the support of institutional guarantee,organizational guarantee,and financial guarantee,a linkage organization management system between the central and local governments should be built to form a new reserve mechanism of the whole chain of"investment-exploration-reserve-supply",and promote the dynamic transformation of"fund-resource-asset-capital",to realize the circular development of mineral resources reserve sites.
