文章基于低效建设用地再开发面临的新形势,选取"三旧"改造和村镇工业集聚区升级改造两类低效建设用地再开发类型为研究对象,分析新形势对广东省低效建设用地再开发目标与理念、动力、空间优化策略、再开发形式等方面的影响,结合对广东省内主要城市低效建设用地再开发实施情况调研成果,总结广东省低效建设用地再开发面临的机遇与挑战,并结合实践提出对策建议:①把握节奏,合理谋划再开发时序与找准市场需求的平衡点;②优化格局,构建基于区域比较优势的差异化空间策略;③政策联动,提升"三旧"政策与其他管理政策的组合效应;④利益统筹,深化探索连片改造与复合利用等综合性开发;⑤瞄准关键,提高再开发实施管理效率.
The Impact and Countermeasures of the New Situation on Low-effective Construction Land Redevelopment in Guangdong Province
Based on the impact of the new situation of low-effective construction land redevelopment,this paper selects the"Three Olds"transformation and the upgrading of village and town industrial clusters areas as the research objects,and analyzes the impact of the new situation on the objective,concept,motivation,spatial optimization strategy,and form of redevelopment of low-efficiency construction land in Guangdong province.Based on the research results of the redevelopment of low-efficient construction land in major cities in Guangdong province,this paper summarizes the opportunities and challenges faced by the redevelopment of low-efficient construction land in Guangdong province,and puts forward countermeasures and suggestions based on practice:①grasp the rhythm,reasonably plan the timing order of redevelopment and find the balance point of market demand;②optimise the pattern and develop differentiated spatial strategies based on regional comparative advantages;③enhance the combination effect of the"Three Olds"policy and other management policies through policy linkage;④integrate interests and explore integrated development,such as piecemeal reconstruction and compound utilisation;⑤aim at the key point and improve the efficiency of redevelopment implementation and management.
