Localization Legislation in Mozambique:Contents,Challenges,and Responses
Mozambique is rich in energy and mineral resources.In order to implement the strategy of economic diversification through resources,promote economic development,and improve people's welfare,Mozambique has implemented localization legislation in the field of energy and mineral resources through Mining Law,Petroleum Law,etc.With the main contents of promoting the procurement of local commodities,increasing the employment of the local labor force,increasing the participation of local capital,and strengthening the training of local personnel.Also,Mozambique has implemented similar localization legislation in the fields of production and processing and large-scale project construction.However,these legislative provisions have problems such as lack of specific principles,over-vague regulations,and limited scope of application,which affect the localization process.Under the current localization legal framework of Mozambique,some companies have actively implemented localization measures in the fields of mineral and energy development by cultivating local suppliers,training local personnel,and expanding the participation of local capital,which has not only promoted the localization process in Mozambique,but also achieved healthy development of the companies.In the longer term,Mozambique is considering enacting specific localization legislation to further advance the localization process.
