Research on Evaluation and Examination Mechanism of Natural Resource Assets Management Owned by the Whole People
It is a key link of asset management system to establish and improve the management evaluation and examination mechanism of natural resource assets owned by the whole people.Under the principal-agent theory,there is interest asymmetry and information asymmetry between the principal and the agent,so it is necessary to establish a set of evaluation and examination mechanism to protect the interests of both parties.From the perspective of implementing national requirements,effective implementation of the principal-agent mechanism and adapting to practical needs,this paper analyzes the necessity of constructing the evaluation and examination mechanism,defines its basic connotation,and tries to clarify the basic logic,index system and application scenarios of the evaluation and examination mechanism.The research shows that in order to effectively safeguard the owner's rights and interests,it is urgently needed to establish a basic framework for evaluation and examination mechanisms with"one goal,two layers of subjects,eight categories of elements,five dimensions,and a set of procedures",so as to realize"claiming ownership,exercising rights,fulfilling obligations,assuming responsibilities,and safeguarding rights and interests"as the main line,starting from the overall implementation performance,completion of basic work,exercise of rights and duties,operational efficiency and effectiveness,and protection of rights and interests,a comprehensive evaluation and examination index system is established to provide reference for the establishment of a sound system for managing natural resources owned by all the people.
