基于物质流分析下的中国锂资源供应风险评估

文章基于物质流分析框架建立生产、加工制造、使用和废物管理等四个阶段的中国锂资源供应风险评估体系,对2011-2022年中国锂资源供应风险进行评估。结果显示:2011-2022年中国锂资源供应风险呈现在中风险范围内平稳下降的态势,其中生产阶段国内供应能力有限,供应风险呈现上升趋势;加工制造阶段锂盐供给充足且拥有技术优势,供应风险有所下降;使用阶段受到消费刺激、产业政策、产品质量、可替代性和技术因素等的复合影响,风险值变动幅度不大;废物管理阶段受到经济社会发展和回收率提高影响,风险值降幅明显。基于研究结果,建议未来需建立符合我国实际的锂资源供应风险动态评估机制,提高锂资源保障和生产供应能力,加强锂产业链全方面技术创新,完善相关产业政策,降低我国锂资源供应风险。
Risk Assessment of Lithium Resource Supply in China Based on Material Flow Analysis
Based on the material flow analysis framework,the paper conducts a risk assessment system for China's lithium resource supply in four stages:production,processing and manufacturing,use,and waste management.Besides,the paper evaluates the risk of China's lithium resource supply from 2011 to 2022.The results indicate that from 2011 to 2022,China's lithium resource supply risk showed a steady decline within the medium-risk range,among which the domestic supply capacity in the production stage is limited,and the supply risk shows an upward trend;in the processing and manufacturing stage,the supply of lithium salt is sufficient and has technological advantages,so the supply risk has decreased;the use stage is complexly influenced by consumption stimulation,industrial policies,product quality,substitutability,and technical factors,the fluctuation of the risk value is not significant;in the waste management stage,the Value-at-Risk has decreased significantly affected by eco-social development and the increased recovery rate.Based on the results of the study,it is recommended to establish a dynamic assessment mechanism of lithium resource supply risk in accordance with China's actual situation,improve lithium resource security and production and supply capacity,strengthen all-round technological innovation in the lithium industry chain,and improve relevant industrial policies to reduce the risk of lithium resource supply in China.
