摘要
我国科技经济事业已迈入高质量发展阶段,知识产权公共服务作为国家公共服务体系和国家创新体系的重要环节,对促进高水平科技创新与产业发展发挥着基础性、支撑性和保障性作用.本文采用文献调研、对比分析法梳理了我国知识产权公共服务体系的发展脉络,从体系架构、地域布局、服务重点、标准化等维度分析了公共服务体系建设现状,指出存在制度保障不充分、区域发展不平衡、服务产品不丰富、服务流程不规范等不足.从标准化发展视角,提出构建知识产权公共服务标准化顶层框架、拓展公共服务主体及多样化产品、研制重点领域标准、强化标准实施推广、加强公共服务标准化人才培养等对策建议.
Abstract
China's scientific and technological economic undertakings have stepped into the stage of high-quality development,and intellectual property public service,as an important link of the national public service system and the national innovation system,plays a fundamental,supportive and safeguarding role in promoting high-level scientific and technological innovation and industrial development.The literature research and comparative analysis method are used to sort out the development lineage of China's intellectual property public service system,analyze the current situation of the construction of the public service system from the dimensions of system architecture,geographical layout,service focus,standardization,etc.,and propose that there are deficiencies such as insufficient institutional safeguard,imbalance in regional development,unavailability of service products,and non-standardization of the service process.From the perspective of standardization development,it puts forward countermeasures and suggestions such as constructing a top-level framework for public service standardization,expanding the main body of public services and diversified products,developing standards in key areas,strengthening the implementation and promotion of standards,and strengthening the cultivation of talents in public service standardization.
