Research on the Countermeasures of Standardizing the Patent Application Behavior for the High-Quality Development
At present,the abnormal patent application behavior is restricting the healthy and high-quality output of patents in China.This paper takes the context of high-quality development,with the goal of patent transformation and utilization,to deeply study the causes of abnormal patent application and its harms,countermeasures are put forward to standardize the application behavior from the perspective of establishing patent utilization guidance evaluation system,establishing abnormal patent application behavior"zero tolerance"system,strictly implementing the evaluation system before patent application,scientifically defining the abnormal patent application behavior review standards and optimizing the recognition process,making rules to reduce the agency fee,so as to provide practical reference for comprehensively improving the level of patent creation,utilization,protection,management and service.
