摘要
本文广泛调研高校专利申请前评估工作现状,分析我国高校评估工作实践中存在的问题,提出一体化合作机制、全面保障机制和多向评价机制共建的专利申请前评估机制.根据国家知识产权局《专利价值分析指标体系操作手册》和江苏地方标准《专利申请前评估工作规范》,结合实际工作需求,尝试筛选并构建 4 个维度、10 个一级指标、16 个二级指标评审表.最后根据各类指标评审表,探索一套由发明人与科学技术研究院联合自评,再结合专利管理平台进行校内外机构联合评估的工作流程.
Abstract
This article extensively investigates the current situation of patent pre-application evalution work in colleges and universities,and analyzes the problems existing in the practice of evalution work in Chinese colleges and universities.A patent pre-application evaluation mechanism co-constructed by integrated cooperation mechanism,comprehensive guarantee mechanism and multi-directional evaluation mechanism is proposed.According to the Operation Manual of Patent Value Analysis Index System of CNIPA and the Jiangsu local standard Patent Pre-Application Evaluation Work Specification,combined with the actual work requirements,a evaluation form with 4 dimensions,10 primary indicators and 16 secondary indicators was screened and constructed.Finally,according to the evaluation form of various indicators,we explore a set of work flow of joint self-assessment by inventors and the institute of science and technology,and then joint assessment by internal and external organizations through the patent management platform.
