Universities are the main force of the national innovation system,and accelerating the comprehensive construction of intellectual property service institutions in universities is crucial for supporting the development of scientific and technological innovation.The United States and Germany are the two countries with the most complete intellectual property service systems in the world.Analyzing the advanced practices and construction of intellectual property services in universities in both countries is of great practical significance for rapidly promoting intellectual property information services in universities in China.Through literature research and network research,this paper compares the similarities and differences in the development of intellectual property service systems in the United States and Germany,focuses on absorbing the advanced experience of intellectual property service in universities,analyzes the actual situation of intellectual property information service institutions in China's universities,and combs out the existing problems.The suggestions of four major combinations are put forward:strengthening top-level design and expanding alliance groups;speeding up the fine construction,strengthening the personnel ability;extending high-end value chain services,diversified creation;expanding multi-party market cooperation and help scientific and technological innovation.
