Study on the Current Development of Strategic Emerging Industries Based on Multi-Level Perspective Theory——A Case Study of Shaanxi
Since the State Council of China issued the Decision on Accelerating the Cultivation and Development of Strategic Emerging Industries in 2010,more than ten years have elapsed,during which time strategic emerging industries have undergone rapid growth and profound transformations. To delve deeply into this process and its contributions to economic development,grounded in the multi-level perspective theory,this paper employs patent intelligence analysis methods to construct a comprehensive research framework that encompasses three dimensions:macro-level vision,meso-level technical systems,and micro-level niches. The aim is to conduct a thorough and systematic analysis of the development of strategic emerging industries. An empirical study conducted with Shaanxi as the subject reveals that the region possesses significant growth potential and abundant talent reserves in the field of strategic emerging industries. However,the study also highlights issues and challenges,including imbalanced geographical distribution of innovation activities and the need to strengthen enterprise innovation capabilities. Based on these findings,recommendations are made for the development of strategic emerging industries in Shaanxi,encompassing scientific decision-making,spatial layout optimization,patent commercialization,international cooperation,intellectual property information services,and other pertinent aspects.
