结合湖南省衡邵娄区域内蓄水、节水等工程措施和种植方式、调控方式等非工程抗旱能力,综合考虑干旱缺水现象发生的可能性大小、干旱历时长短,以及干旱缺水的严重程度等多种因素,采用基于系统风险分析理论的衡邵娄干旱走廊抗旱措施适度性评价技术,从经济适度性、生态适度性和风险适度性开展抗旱保水措施的适度性评价研究,构建了衡邵娄干旱走廊干旱防治措施适度性评价体系,结合衡邵娄干旱走廊的特殊性,对现有工程布局、产业布局及管控措施进行了适度性评价,并提出了衡邵娄区域抗旱保水措施的建议.
Study on the suitability evaluation of drought prevention and control measures in the Hengyang-Shaoyang-Loudi arid corridor of Hunan Province
Based on engineering measures such as water storage and conservation in the Hengyang-Shaoyang-loudi region,as well as non-engineering drought resistance capabilities such as planting and regulation methods,and taking into account various factors such as the likelihood of drought and water scarcity,the duration of drought,and the severity of drought and water scarcity,a suitability evaluation technique for drought resistance measures in the Hengyang-Shaoyang-loudi arid corridor based on system risk analysis theory is adopted.From the perspective of economic,ecological and risk suitability,a study on the appropriateness evaluation of drought resistance and water conservation measures was carried out.A suitability evaluation system for drought prevention and control measures in the Hengyang-Shaoyang-loudi arid corridor was constructed.Taking into account the particularity of the Hengyang-Shaoyang-loudi arid corridor,a suitability evaluation was conducted on the existing engineering layout,industrial layout,and control measures,and suggestions for drought resistance and water conservation measures in the Hengyang-Shaoyang-loudi region were proposed.
