北京市官厅水库"四预"信息化建设构想

对标新时代现代化水库运行管理矩阵要求,北京市官厅水库在全覆盖、全要素、全天候、全周期"四全",体制、机制、法治、责任制"四制(治)",除险、体检、维护、安全"四管"方面具备一定的基础,但在预报、预警、预演、预案"四预"信息化建设方面相对薄弱.分析官厅水库与北京市智慧水务 1.0、数字孪生永定河流域、数字孪生密云水库的联系及可复用的资源,从水利模型、业务应用两方面对"四预"强化措施进行讨论,以期为官厅水库的信息化建设提供参考.
Conception of informatization construction of FEDE in Guanting Reservoir in Beijing City
According to the requirements of modern reservoir operation and management matrix in the new era,Guanting reservoir in Beijing city has a basis in the aspects of four comprehensive(full coverage,all elements,all-weather,and full cycle),four systems(institution system,operation mechanism,legal system,and responsibility system)and four managements(risk elimination,physical examination,maintenance,and safety management),but its informatization level in FEDE(forecasting,early warning,drilling,and emergancy plan)is relatively weak.Aiming at Guanting reservoir,this paper analyzes its connection and reusable resources with Beijing smart water 1.0,digital twin Yongding River Basin and digital twin Miyun reservoir.The informatization construction of Guanting Reservoir in the FEDE is discussed from two aspects of water sectoral model and business application,in order to provide reference for the informatization construction of Guanting reservoir.
