In order to strengthen the safety regulation of special equipment,assist in the construction of public safety human prevention,physical prevention and technological prevention systems,and improve the quality of public safety governance,many scholars,institutions,and local governments have conducted in-depth research and application.This article analyzes the situation of special equipment safety supervision domestic and abroad,finds out the difficulties in the current digital governance of special equipment.Through in-depth research on the new model of"one code covered regulation"for special equipment in Zhejiang Province,as well as the system architecture of"Zhejiang Special Equipment Online",combining governance effectiveness,verifies the applicability of the new mode and digital system in the current context of special equipment safety regulation,and proposes implementation paths for the new intelligent regulation model from five aspects:improving regulation mechanisms,creating application scenarios,creating technical means,strengthening the management of database,and improving regulatory systems,promoting the modernization of safety management capabilities for special equipment.
