In recent years,the development of amusement facilities outside the Special Equipment Catalog is very rapid,but there are some problems such as imperfect standard system,unclear government regulatory,high frequency safety accidents and other problems.To solve this problem,this paper carries out a study on the necessity of safety supervision of high risk amusement facilities outside the Special Equipment Catalog.First,this paper classifies the existing amusement facilities,sorts out the applicable regulations and standards and regulatory bodies of various amusement facilities,and clarifies the research objects of safety supervision necessity.The key evaluation factors of safety supervision necessity are proposed,the index system is constructed,and the evaluation model of supervision necessity based on analytic hierarchy process(AHP)is established to evaluate the supervision necessity of each research object.The results show that the AHP-based regulatory necessity evaluation model is reasonable and feasible and can put forward targeted suggestions for the safety supervision measures of high risk amusement facilities outside the Special Equipment Catalog,and provide some reference for the classification management of amusement facilities regulatory agencies.
