摘要
2023年4月2日国家市场监督管理总局印发了TSG T7001-2023《电梯监督检验和定期检验规则》(以下简称新检规).新检规是为了落实国务院"放管服"要求,推进特种设备检验检测改革创新,激发市场活力,落实生产和使用单位主体责任,促进电梯质量安全水平提升.本文从与2022版型规、新标准内容保持一致性,提高电梯本质安全,提高制造单位产品质量安全要求等 3 方面阐述了新检规的主要变化,并且分析了变化的原因及背景,最后提出了新检规实施过渡期的注意事项.
Abstract
On April 2nd,2023,the State Administration for Market Regulation issued TSG T7001-2023 Regulation for Lift Supervisory Inspection and Periodical Inspection(hereinafter referred to as the new inspection regulations).The new inspection regulations implement the requirements of the State Council,promote the reform and innovation of special equipment inspection and testing,stimulate the market vitality,implement the main responsibility of the production and use units,and promote the improvement of the quality and safety level of elevators.This paper expounds the main changes of the new inspection regulations from three aspects,such as maintaining consistency with the new regulations and standard content,improving the essential safety of elevators,and improving the quality and safety requirements of manufacturing units,and analyzes the reasons and background of the changes,and finally puts forward the matters needing attention during the transitional period of the implementation of the new inspection regulations.
