摘要
针对中小企业双重预防机制建设难点问题,东营市市场监督管理局强化统筹协调,周密组织实施,设置安全管理机构的5类使用单位、需配备专职安全管理员的6类使用单位和其他使用单位分类推进;强化寻标树标,突出标杆引领,为全面推进双重预防机制建设创造条件;突出问题导向,通过重点帮扶、强化联合融合、培训指导、强化信息化监管等多种举措,精准指导中小企业,探索出一条"分类推进-标杆引领-重点突破-精准指导"的市域双重预防机制创建模式,为推进双重预防机制建设提供经验.
Abstract
In view of the difficulties in the construction of the double prevention mechanism for small and medium-sized enterprises,Dongying Administration for Market Regulation strengthened the overall planning and coordination,and divided the double prevention mechanism into three categories:the five types of users who set up the safety management organization,the six types of users who need to be equipped with full-time safety administrators and other users.They strengthened the search for markers,highlighted the guidance of benchmarks,and created conditions for comprehensively promoting the construction of dual prevention mechanisms.In order to guide and help small and medium-sized enterprises accurately,they took multiple measures such as technical support,integration,training guidance and information-based regulation and etc.Dongying Administration for Market Regulation explores a model of"classification construction-benchmarks learning-breakthrough of key-points-precise guidance",which provides the experience of double prevention mechanism of special equipment safety at city level.
