摘要
建立健全锅炉绿色低碳标准体系,对推动锅炉绿色低碳高质量发展具有重要作用.本文分析了锅炉绿色低碳发展形势,系统梳理了我国锅炉安全节能环保相关法律法规和标准体系的发展情况,指出现有部分法规、标准存在一定滞后性.在此基础上,结合我国锅炉行业自身特点和最新发展需求,从锅炉的法规、基础标准、设计、使用、智能化、调峰运行、设备更新和标准国际化等多个角度提出完善我国锅炉绿色低碳法规标准体系的对策建议.
Abstract
Establishing a scientific and comprehensive green and low-carbon standard system for boilers plays an important role in promoting high-quality development of boilers.Firstly,this article analyzes the green and low-carbon development situation of boilers,then systematically reviews the development of laws,regulations,and standard systems related to boiler safety,energy conservation,and environmental protection in China,and points out that some regulations and standards have certain lag.On this basis,combined with the characteristics and latest development needs of China's boiler industry,countermeasures and suggestions are proposed to improve the green and low-carbon regulatory and standard system of China's boilers such as boiler laws,carbon basic standards,design,use,intelligence,peak shaving operation,equipment updates,and internationalization of standards.
