摘要

为解决电梯维保市场低价恶性竞争问题,石家庄市新华区市监局建立了以现场维保质量为主要评价依据的维保质量信用等级管理办法,并通过智能化监管手段实现了现场监督抽查和信用评价的实时公开.本文介绍了石家庄新华区智能化手段创新应用情况,对石家庄市"96365"电梯应急处置平台和其他官方公布的数据进行分析,得出了运用智能化监管手段可以在电梯维保质量抽查和信用等级评价中有效地引入监督、有利于营造公平竞争的市场环境、可以更加有效地降低电梯故障率的结论.

Abstract

In order to solve the market problem of low price vicious competition in the elevator maintenance market,Administration for Market Regulation of Xinhua District in Shijiazhuang established a maintenance quality credit rating management method based mainly on on-site maintenance quality to promote the improvement of elevator quality and safety in its jurisdiction.Through intelligent supervision methods,on-site supervision,spot checks,and evaluations have been made public in real time.This article introduces the innovative application of"intelligent"means in Xinhua District,Shijiazhuang,and analyzes the data released by the"96365"elevator emergency response platform in Shijiazhuang and other official sources.It has been concluded that intelligent supervision methods can effectively introduce supervision in elevator maintenance quality inspection and credit rating evaluation,create a fair market competition environment,and also make supervision inspection more effective in reducing elevator failure rates.
