摘要
2024年5月,国务院决定对包括安全帽在内的6种产品实施工业产品生产许可证管理.2024年6月,市场监管总局发布公告,细化了该6种产品实施生产许可证管理的具体规定,设置3个月过渡期.本文对安全帽产品生产许可证实施细则及生产许可证办理过程中的常见问题进行了梳理和解答,涉及发证范围、产品单元和产品规格、追溯编码或编号、检验设备、检验报告、质量管理体系、核查办法、其他等8个方面,希望能够指导和帮助相关生产企业按照实施细则要求,规范生产行为,提升产品质量安全水平.
Abstract
In May 2024,The State Council decided to implement industrial product production license management for six products,including hard hats.In June 2024,the State Administration for Market Regulation issued a notice detailing the specific provisions for the implementation of production license management for the six products,establishing a three-month transition period.This paper outlines the implementation rules for the production licensing of safety helmet products and addresses common problems in the process of production license process.The discussion covers eight aspects:certification scope,product units and specifications,traceability coding or numbering,inspection equipment,inspection reports,quality management systems,verification methods,and the others.The aim is to guide and help relevant production enterprises in complying with the implementation rules,standardizing production behavior,and improving product quality and safety.
