摘要
习近平总书记在总结历史经验的基础上,就依法治理民族事务作出系列重要论述.这些论述在本体论上,立足从全面依法治国战略布局、运用法治思维与法治方式促进"两个共同"的核心任务和构建平等团结互助和谐的社会主义民族关系的核心目标来把握依法治理民族事务的本质;在认识论上,坚持从"国家长治久安和中华民族繁荣昌盛"总体布局、"中国式现代化"整体进程和"全面依法治国"伟大实践中理解依法治理民族事务的内在规定性;在方法论上,坚持两点论和重点论的统一,强调抓住"两个根本"这个主要矛盾和"两个共同"这个矛盾的主要方面,坚持"十二个必须"统筹推进依法治理民族事务各项工作;在价值论上,导向从"确保各族公民在法律面前人人平等"的核心宗旨、构建平等团结互助和谐的社会主义民族关系的战略目标、保障各民族"共同团结进步、共同繁荣发展"的制度建设和"维护国家统一、推动国家整体性现代化"的战略体系中把握依法治理民族事务的价值取向.
Abstract
Xi Jinping has made important remarks on governing ethnic affairs by law.In terms of ontolo-gy,based on the goal of socialist ethnic relations under the rule of law to grasp the essence;in terms of episte-mology,adhere to the great practice of the overall layout socialist cause to understand the internal provisions of governing ethnic affairs by law;in terms of methodology,adhere to the unity of the two point theory and the key point theory to promote the governance of ethnic affairs by law;in terms of value theory,the guiding principle is the core purpose,the strategic goal,the institutional construction,and the strategic system.
