摘要
高质量发展是全面建设社会主义现代化国家的首要任务.构建新发展格局推动高质量发展,必须把实施扩大内需战略同深化供给侧结构性改革有机结合起来,依靠实体经济建设现代化产业体系,深化要素市场化改革,建设全国统一大市场,推进城乡融合发展形成优势互补的区域经济布局,并稳步扩大规则、规制、管理、标准等制度型开放,营造市场化、法治化和国际化的一流营商环境.
Abstract
High-quality development is the primary task of comprehensively building a modern socialist country.We must integrate the implementation of the strategy of expanding domestic demand with deepen-ing supply-side structural reform,rely on the real economy to develop a modern industrial system,advance reforms for the market-based allocation of production factors to build a large unified national market,and promote integrated urban and rural development to form a regional economic layout that draws on each oth-er's strengths.At the same time,we will steadily expand institutional opening about rules,regulations,man-agement,and standards,and create a market-oriented,law-based,and international business environment.
