教育强国评价指标体系建构

摘要
建设教育强国,是中华民族伟大复兴的基础工程.基于对教育强国内涵和建设目标的理解,建构由"教育公平、教育保障、教育结构、教育质量、教育开放、教育贡献"构成的"六位一体"教育强国评价指标体系.测算结果显示,我国教育强国评价指标2020年现状值和2035年目标值与对标国家的教育发展水平相比,可分为追赶型、超越型和创新型三类.当前我国教育强国指数在36个测算国家中处于第三梯队,大部分指标处于追赶状态.应立足我国教育发展面临的形势和所处历史方位,借鉴国际经验,根据目标要求,瞄准突出问题,从全面优化国民教育结构、不断提高教育保障水平、持续缩小各类教育差距、推进高等教育强国建设、大力实施技能强国战略、构建教育对外开放新格局等方面推进教育强国建设.
Abstract
This research constructs the"six-in-one"evaluation indicator system of education power,which consists of"education equity,education security,education structure,education quality,education opening and education contribution".The calculation results show that China's education power index is in the third echelon among 36 countries,and most indicators are in a catch-up state.Facing the future,we will promote the construction of a leading country in education from the aspects of comprehensively optimizing the national education structure,continuously improving the level of education security,continuously narrow-ing the gap in various kinds of education,promoting the construction of a strong country in higher education,vigorously implementing the strategy of a strong country in skills,and building a new pattern of opening up of education.
