摘要
公共资源交易平台伴随着中国市场经济和数字政府的兴起而发展,且具有鲜明的中国特色.公共资源交易平台有效运行既是公共资源市场化配置体制改革的重要标志,也是实现公共资源有效配置的重要抓手.在公共资源市场化改革过程中,公共资源交易平台组织呈现同质异构的包容性、多样性发展格局.基于中国实践可以将公共资源交易平台组织类型化,从政府主导和市场主导两个维度出发,公共资源交易平台组织存在行政性、公益性、混合性以及市场性四种类型.不同类型的公共资源交易平台组织,由于其所在地方的资源禀赋不同,其发展趋势也不尽相同.鉴于当下建设全国统一大市场和进一步优化营商环境的要求,应强化发挥公共资源交易平台组织的中枢纽带作用,并为事业单位改革乃至公共组织改革提供理论指引和实践参考.
Abstract
The public resources trading platform in China has developed the rise of the market economy and digital government,showcasing distinctive Chinese characteristics.During the marketization reform of public resources,these platform organizations have displayed an inclusive and diverse development pattern,characterized by both homogeneity and heterogeneity.Based on Chinese practices,these organizations can be categorized into four types:administrative,public welfare,mixed and market-based,each influenced by the specific resource endowments of their locations.
