Reform of Land Approval Authority and Efficiency of Collaborative Innovation Across Regions
The land transaction process in China is plagued by problems such as redundant and convoluted procedures,inefficiency,and prolonged cycles,which contribute to high government-imposed transaction costs in land dealings.To address this issue,the central government of China has initiated the reform of land approval since 2011,focusing on streamlining administration,strengthening regulation,and enhancing services,to optimize land allocation efficiency.Against this backdrop,this paper innovatively analyzes how the reform of land approval influences interregional collaborative innovation behaviors through direct and indirect channels.Additionally,it explores how policy reforms promote interregional prosperity through the transmission of collaborative networks.The core content of this paper includes three main sections.The first part establishes an empirical model to analyze whether local governments'acquisition of land approval authorities significantly boosts the total number of cooperative innovation patents,the number of cooperating enterprises,and the average collaborative innovation efficiency per pair of enterprises between their respective regions and other areas.The second part substantiates the rationality and authenticity of the mechanism both theoretically and practically.Land approval reforms directly reduce institutional transaction costs associated with land,and expand the scale of industries with comparative technological advantages,thereby conferring collaboration advantages to local firms.Indirectly,these reforms enhance knowledge spillovers in the local technological space,strengthening firms'motivation to internalize knowledge spillovers through cooperation.Concurrently,under pre-reform differences in the comparative advantage of industries across regions,policy reforms drive divergent or convergent trends in regional industrial structures,generating differential demands for collaborative innovation.The third part discusses regional development in the context of interconnected partnership spaces,providing theoretical deductions and empirical evidence.Through direct theoretical reasoning,the paper finds that the establishment of interregional cooperation becomes easier following land approval reform.Furthermore,the social development level under cooperation is higher than that under non-cooperation,ultimately achieving mutual development across different locations through collaboration.Empirical evidence confirms that both cities where cooperation exists benefit from the growth in cooperation resulting from one party's land approval authority reform.However,the extent of benefits varies depending on the quality of development in land approval authority reform areas.The policy implications of the paper are as follows.Firstly,local governments'selective land supply strategies,based on their informational advantages,profoundly influence industrial development and market power.They should conduct in-depth research on local industry information,thoroughly understanding technological capabilities,urgency of land needs,and scale changes of local industries.Optimal land allocation choices should be made in line with policy system reform provisions,supporting secondary optimization of production efficiency and innovation capacity in industries.Secondly,it is necessary to establish supporting land management systems and policy instruments that are tailored to the specific needs of different regions,continuously improve the business environment,and create a favorable system and environment for innovation incentives.This will enable the policy to be coordinated with the land approval reform and maximize its effectiveness.
