The Construction of Pilot Free Trade Zones and Regional Economic Security
In the promotion of high-level opening up to the outside world,the leading and demonstration role of pilot free trade zones(PFTZs)is becoming more and more prominent,and clarifying the impact of the construction of PFTZs,an opening-up policy,on the economic security of a region is crucial for coordinating the relation between opening up and economic security,and for promoting China's high-quality economic development.The purpose of this paper is to discuss the theoretical relation and practical connection between the construction of PFTZs and the level of regional economic security based on reasonable measurement of regional economic security.Based on existing characteristic facts and theoretical basis,this paper systematically analyzes the theoretical relation between the construction of PFTZs and regional economic security from the perspectives that the construction of PFTZs enhances the capacity of economic development and the ability to resist risks,and that the impact of the construction of PFTZs on regional economic development leads to the risk of economic security.It is also empirically tested by panel data of 258 prefecture-level cities in China from 2008 to 2019,using econometric methods such as multi-period difference-in-differences(DID).It is found that the construction of PFTZs have a significantly positive impact on regional economic security,and this impact will be heterogeneous according to the location,industrial structure,and the regional economic security foundation,which is specifically manifested in that PFTZs construction in the coastal,and tertiary industry-oriented regions and regions with better economic security foundation have a higher efficiency of empowering regional economic security.Further analysis reveals that the promotion effect of PFTZs construction on regional economic security can be realized through the path of correcting resource misallocation,promoting economic agglomeration,and optimizing the business environment.The findings of this paper provide reliable empirical evidence to fully understand the policy of PFTZs.Meanwhile,in order to integrate the dialectical relationship between development and security and promote the high-quality economic development in China,it puts forward four policy suggestions,namely,to promote open development with policy recognition as the bottom line,to form large-scale development oriented by regional differences,to realize high-quality development relying on diversified means,and to safeguard a high level of security with the goal of open development.The possible innovations of this paper are as follows.First,expanding the economic security-related research to the level of prefecture-level cities and providing a basis for the evaluation of the economic security of prefecture-level cities by constructing an indicator system is a further refinement of existing research,and also provides reference for the subsequent economic security-related research.Second,it systematically analyzes the impact of the construction of PFTZs on economic security and expands research related to the construction of PFTZs and economic security from a single dimension to a comprehensive dimension based on existing research results,which helps to grasp the overall characteristics of the impact of the construction of PFTZs on economic security.Third,understanding PFTZs as an open-door policy from the theoretical and practical perspectives can better grasp the advantages and shortcomings of PFTZs construction.The empirical evidence obtained also provides support and reference for enhancing the effectiveness of open-door policies such as the construction of PFTZs and effectively balancing the relation between"openness"and"security".
