Deep Integration of Digital Economy with Socialist Market Economy
As the world economy enters the era of the digital economy,the market economy is also poised to step into the digital market economy.The emergence,development,and expansion of application scenarios of the digital economy have made it possible for a high-level socialist market economic system to be constructed technically.The fundamental approach lies in the deep integration of the digital economy with the socialist market economy system,thereby forming a digital market economy.This study aims to explore the synergy effect between institutions and technologies in the deep integration of the digital economy and the socialist market economy and to promote the construction of a high-level socialist market economic system.Digital economy and socialism are two economically heterogeneous concepts,and the deep integration of the two stems from the fusion of technological-economic paradigms.The two coexist within the same economic paradigm,with their operations and functions integrated to form a synergy effect.The digital economy integrates into the socialist market economy through its technological means,forming a digitalized market economy and providing technical platforms and means for the effective operation of the socialist market economy.The socialist market economy integrates into the digital economy through its institutional elements,forming a market-oriented digital economy.The integration of the two can promote the construction of a high-level socialist market economic system and ensure the socialist direction and healthy development of the digital economy through the high-level socialist market economic system.According to the basic institutional framework of the socialist market economy proposed at the 20th National Congress of the Communist Party of China,this study examines the two-way deep integration of the digital economy with property rights protection,market access,fair competition,and social credit.The digital economy enhances property rights protection,studies data property rights protection,and realizes the added value in the circulation and use of data elements.The digital economy improves market access,allowing various elements and subjects of the digital economy to enter the market independently,and promoting the construction of a unified national big data market.The digital economy enhances fair competition,as it has specific requirements for anti-monopoly and unfair competition.The digital economy improves the social credit system,promotes the digitization of social credit,and standardizes the digital social credit system.This study concludes that both the socialist market economy and the digital economy are based on their basic institutions.The deep integration of the digital economy and the socialist market economy is the organic connection of the two in terms of basic institutions.It is deeply integrated into the property rights protection,market access system,fair competition system,and credit system,which promotes the modernization of the socialist market economy and forms a foundation for promoting the healthy development of the digital economy.As a result,it improves the basic institutions for the development of the socialist market economy.Through integration,the digital economy provides technical means for the improvement of the socialist market economic system and promotes the construction of a high-level socialist market economic system.Moreover,the high-level socialist market economic system provides the basic institutions for the development of the digital economy,not only correcting market failures but also leveraging the superiority of the socialist system,strengthening the governance of the digital economy,and ensuring the socialist direction and healthy development of the digital economy.
