摘要
在国家积极鼓励引导生态环境导向的开发(EOD)模式实践过程中,河北省在农村产业与生态环境保护方面面临着巨大的挑战和机遇.为此,本文提出要通过重视对生态资源的修复和保护;加强生态建设与经营活动的统筹发展;因地制宜,特色发展;构建环保产业反哺机制,助力产业结构转型升级;鼓励社会资本方在参与EOD模式项目等措施,进一步组织实施好 EOD 项目,使EOD模式更好地支持河北农村产业与生态治理融合发展.
Abstract
In the process of the country actively encouraging and guiding the Eco-environment-oriented development(EOD)mode practice,Hebei Province is facing huge challenges and opportunities in rural industry and ecological environmental protection.On this basis,the paper puts forward some countermeasures and suggestions,such as attention to the restoration and protection of ecological resources,strengthening the overall development of ecological construction and management activities,adapting to local conditions and develop with characteristics,and building environmental protection industry feedback mechanism to help industrial structure transformation and upgrading.Social investors will further organize and implement EOD projects by participating in EOD mode projects,so as to achieve sustainable development and a good ecological environment in rural Hebei,and make EOD mode support the integration of rural industry and ecological governance in Hebei.
