摘要
本文对国内外财政环保支出现状进行梳理总结,在充分借鉴国际先进经验和相关研究的基础上,构建了宽口径下财政环保支出的资金类目,并对全国范围内的支出规模进行综合分析.结合国外现状和实证结果,本文提出优化财政环保支出规模、调整财政环保支出结构、完善绿色政绩考核体系等一系列对策建议.
Abstract
This paper summarizes the current situation of fiscal environmental protection expenditure at home and abroad,constructs a broad scope of fiscal environmental protection expenditure on the basis of fully drawing on international advanced experience and related research,and makes a comprehensive analysis of the scale of nationwide expenditure.Based on the current situation and empirical results of foreign countries,a series of countermeasures and suggestions are given to optimize the scale of fiscal environmental protection expenditure,adjust the structure of fiscal environmental protection expenditure,and improve the green performance assessment system.
