生态环境导向的开发(EOD)模式是一种推动生态环境治理与关联产业融合创新的项目组织方式,可实现区域生态环境保护和经济社会发展融合促进,达到外部经济性内部化.然而,项目落地过程中面临融资难题,需加强单体项目分析设计、客观评估协同效果,并注重项目特征与融资方式的匹配性,以确保项目顺利推进,促进EOD模式健康发展.
Abstract
The Eco-environment Oriented Development(EOD)mode is an innovative way of organizing projects by promoting integration of ecological governance and related industries.Its practice has confirmed the feasibility of harmoniously advancing regional ecological environment protection and economic-social development,thereby achieving internalization of external economies benefits.Nevertheless,challenges persist in financing during project implementation.To ensure smooth project progression and facilitate the healthy development of EOD mode,it is imperative to enhance the analysis of individual projects,objectively assess their synergistic effects,and attach importance to compatibility between project characteristics and financing methods.
