通过选取管理领域中最具代表的商务采购工作作为切入点,梳理、剖析全流程工作内容,创建了人因失误发生可能性与影响程度评价的两大标准、5项维度.通过科学评价,形成囊括核电商务采购全流程工作的人因风险大数据库,针对性形成8个标准防人因失误工具创新用法以及4个良好实践.以《中国核电商务采购领域防人因失误工具应用指南》及其教学视频为载体,通过建立适用于管理领域的防人因管理体系来指导管理领域人员标准化、规范化应用防人因失误工具,进而大幅降低管理领域工作中的人因失误事件,有力提升核电企业竞争力和依法治企水平.
By selecting the most representative business procurement work in the management field as the entry point,combing and analyzing the work content of the whole process,two major standards and five dimensions were created for evaluating the possibility of occurrence and impact of human factor errors.By using scientific assessment,a large human factor risk database covering the whole process of business procurement work in nuclear power plants was formed,and eight innovative uses of the standardized human factor error prevention tools as well as four good practices were formed.With the Application Guide for Human Factor Error Prevention Tools in Business Procurement of China's Nuclear Power and its teaching video as the carrier,the results have greatly reduced human factor errors in the management field by establishing a human factor prevention management system applicable to the management field,guiding the personnel in the management field in the application of standardized and regulated human factor error prevention tools,and strongly enhancing the competitiveness of the nuclear power enterprises and their level of governance by law.
