江苏核电以打造机组运行标杆、树立核安全领域全球典范为目标,坚持"三高一精"发展策略,坚持系统思维,将决策体系作为切入点,强化现场工作风险管控和应急响应能力.基于霍尔三维理论探索多维协同的安全生产保障管理体系:以机组生产单元为管理基础,以三级决策体系为支撑构架,构建安全保障管理多维度模型.统筹规划生产值班待命、日值班经理制、重大节假日和活动期间带班、中高风险操作现场值班保驾等多维管理制度.以观察巡视、风险监督为手段,完善相应管理流程,融入精细化管理要求,通过制度程序化、程序表单化、表单信息化,层层保障管理落地.通过值班管理协同风险管控,全面推行风险分级管控、隐患逐级督办、操作保驾机制,提高风险应对能力,完善多维度安全生产管理协同保障机制,全面提升本质安全水平.
Construction and Implementation of Multi-dimensional Collaborative Safety Production Management System for Nuclear Power Plant
Jiangsu Nuclear Power Co.,Ltd.aims to build a benchmark for unit operation and establish a global model in the field of nuclear safety,adheres to the system thinking,takes the decision-making system as the entry point,strengthens the risk control and emergency response ability of on-site work.Explores a multi-dimensional collaborative production safety assurance management system based on Hall's three-dimensional theory:Based on the production unit of the plantand the three-level decision-making system,the multi-dimensional model of safety assurance management is constructed.By means of observation,inspection and risk supervision,the corresponding management process was improved,the fine management requirements were integrated,and the management landing were ensured at every level through the system procedure,procedure formization,and form informatization.Through on-duty management and risk management coordination,fully implement risk hierarchical control,hidden dangers step-by-step supervision,and operation safety mechanism,improve our risk response ability,improve the multi-dimensional production safety management coordination guarantee mechanism,and comprehensively improve the essential safety level.
