漳州核电一期作为"华龙"批量化建设示范首堆工程,关键设备项目管理大团队以"双同、合作共赢"理念为引领,在核电行业内首次构建并实施了以"华龙"卓越目标为导向的关键设备管理体系,该体系是对"华龙"关键设备的质量提升和工期优化等一系列创新做法的总结和提炼,通过构建和实施这一体系使国产化首次应用的关键设备更可靠、"华龙"机组建设工期更卓越.在以"华龙"卓越目标为导向的关键设备管理体系下,实施了三层技术决策体系、高效审查机制、联合办公机制和接口专班等多项内容创新,形成了标准化的项目管理和技术管理机制.不但化解了同行核电厂普遍存在的首台套项目关键设备延误导致的核电项目拖期风险,更创造了核电业内的最短关键设备供货周期和工程建设关键里程碑节点记录.
Zhangzhou Nuclear Power Phase I is the first demonstration project for the mass construction HPR1000.The key equipment project management team is guided by the concept of"double,cooperation and win-win".A key equipment management system guided by"Hualong"excellence goal has been constructed and implemented for the first time in the nuclear power industry.This system is a summary and refinement of a series of innovative practices for the quality improvement and schedule optimization of key equipment of HPR1000.Through the construction and implementation of this system,the first domestic key equipment is more reliable and the construction period is more excellent.Under the key equipment management system guided by the"Hualong"excellence goal,a number of content innovations such as three-tier technical decision-making system,efficient review mechanism,joint office mechanism and interface specialized class have been implemented to form a standardized project management and technical management mechanism.Not only the risk of nuclear power project delay caused by the delay of the first set of key equipment was solved,which is common in the peer power station,but also the shortest key equipment supply cycle and the record of engineering construction key milestone in the nuclear power industry were created.
