The construction,commissioning,and operation activities of nuclear power enterprises were complex,and the number of the sole duty safety management practitioners within the enterprise is limited.It can only satisfy the basic safety management system operation needs of the enterprise and the safety supervision of high-risk areas or operation activities.It is difficult to make specific safety work related operation activities of the site,and the improvement of the safety awareness and skills of operators detailed and practical.Managers of operational departments within the enterprise are limited by their energy and professional background,and are unable to implement comprehensive management of the organization and execution of safety management work.By assigning sole duty safety management to frontline departments involved in key regulatory areas and important operational risks,implementing dual management,assisting department heads in carrying out the safety management work,promoting independent safety management of operation departments,and improving the overall safety performance of the enterprise.
