Research and Application of Safety Management Mode of Owner Company Under EPC Mode in Nuclear Power Plant Construction Phase
The EPC mode for nuclear power construction has been gradually popularized.However,this mode started late in China,and many factors such as imperfection of relevant laws and regulations lead to some deficiencies in safety management,and therefore nuclear power plant owners face greater safety risks.Based on this,the author established the"nine-palace grid"safety supervision and management mode,which is based on the innovation of safety management methods and methods during the construction of Units 5 and 6 of the Tianwan Nuclear Power Plant,that is,from the macro,meso and micro dimensions corresponding to the three ways of directional,embedded,and penetrating safety supervision and management,and the supervisory and management role is played through monitoring,process witness,verification of effectiveness and other practices.These nine elements are interrelated and form an overall system of safety control measures.Through the implementation of this series of effective safety control measures,the good performance of"zero-death"was achieved during the construction of Units 5&6 of Tianwan Nuclear Power Plant.
