Research on the Influencing Factors of the Governance Effectiveness of Strategic Planning in Local Universities:From the Perspective of the Whole Process of Formulation,Implementation,Resources and Efficiency
This study took 65 local universities in Liaoning Province as sample frame,and 2995 college administrators and teachers as subjects.Based on structural equation model,the relationship between strategic planning formulation,planning execution,planning resource guarantee and planning governance efficiency of local colleges and universities was investigated.The results show that both strategic planning and resource security have significant effects on planning efficiency.The execution of strategic planning plays a mediating role among planning formulation,resource guarantee and planning efficiency.Based on this,it is suggested that local universities enhance strategic leadership and strategic management ability,perfect the implementation mechanism of strategic planning,and build the legitimacy mechanism of strategic management.
