External Governance of Higher Education in the Digital-Intelligence Era:Policy Orientation,Realistic Dilemma and Empowerment of Data Governance
The data torrent and technological innovation in the digital-intelligence era are reshaping the ecology of higher education,and the data governance with data as the link provides a new opportunity for the external governance of higher education to improve the efficiency.In recent years,the external governance policy of higher education has shown the orientation of service optimization,diversified evaluation and digital empowerment.However,in practice,it still faces difficulties such as insufficient initiative and accuracy of colleges and universities in serving economic and social development,urgent need for integration and optimization of diversified evaluation systems,and insufficient use of the advantages of digital empowerment.Data governance drives the transformation of service-oriented governance through data interconnection,reconstructs diversified evaluation mechanisms through data element integration,and promotes the scientific transformation of governance through data analysis empowerment,thus promoting the external governance reform of higher education.In the future,my country's higher education needs to focus on cultivating data-driven governance culture,integrating and evaluating data systems,and building intelligent decision-making models,so as to break the conceptual,capability and institutional barriers faced by digital applications and promote the precision and intelligence of higher education governance.
