How to Empower Organized Research in Universities by Reforming the Research Funding Assessment System in the UK:Take UK Medical Research Council as an Example
Taking the UK Medical Research Council(MRC)as an example,this paper analyzes the practice of empowering organized research in universities in the UK through reforming the research funding evaluation system.The study found that MRC has made a comprehensive change to the university research funding evaluation system based on the characteristics of organized research at the levels of research inputs,processes and outcomes.Specifically,MRC has added project evaluation content about the university-enterprise cooperation,embedded the planning of research culture construction into the project evaluation criteria,innovated a hybrid project evaluation method based on a variety of indicators,and strengthened the monitoring of the effectiveness of the project and the disclosure of the data after the project is launched.Through these measures,MRC hopes to promote the collaborative participation of multiple parties in organized research,demonstrate the complex talents-cultivating process and multiple social impacts of organized research,and facilitate the iterative improvement cycle of organized research.The UK's scientific research funding evaluation reform initiative shows three major practical logics of"talent-centered","whole process-oriented"and"evidence-based",which can provide valuable insights for China in reconstructing the university research funding evaluation system and accelerating the realization of high-level technological self-reliance and self-improvement.
