摘要

智能航保作为智能航运五大要素之一,是航运数字化转型的重要环节,需构建标准化航海保障基础设施和信息服务体系,以适应智能化水上交通动态管控需求.对国内外智能航保发展现状进行分析,从数据中心、服务平台和场景应用等方面提出智能航保体系架构;对智能航保建设关键技术进行探讨,包括6个基础技术和3大前瞻技术;以智能海事监管和智能港口服务作为案例分析智能航保的典型服务模式与作用.结果表明:智能航保是一个以应用需求为导向、以数据为基础的航海保障数字化、智能化转型的发展体系.该研究能为我国智能航保建设提供技术支持.

Abstract

As one of the five elements of intelligent shipping,intelligent navigation service is an essential link of shipping digital transformation.It is necessary to build standardized navigation service infrastructure and information service system to adapt to the needs of intelligent dynamic control of maritime transportation.By analyzing the development status quo of intelligent navigation service at home and abroad,this paper puts forward the system architecture of intelligent navigation service from the aspects of data center,service platform and scenario application;then,this paper discusses the key technologies of intelligent navigation,including 6 basic technologies and 3 prospective technologies;taking intelligent maritime supervision and intelligent port service as cases,this paper analyzes the typical service mode and role of intelligent navigation service.The results show that intelligent navigation service is a development system of digital and intelligent transformation of navigation service oriented by application demand and based on data.This research can provide technical support for the construction of intelligent navigation service in China.
