讨论了工业源重点调查单位分界点确定的思路和方法,并基于污染源普查更新调查中河南省的数据(数据时点为2010年)进行了实证研究,研究结果表明,所有污染物产排指标都呈现出高度右偏分布,适宜采用目录抽样法,将工业源区分为重点污染源和非重点污染源,对重点污染源进行全面调查,对非重点污染源进行抽样调查,分界点可以下调到80%。
The Setting of Cut-Off Point for key Industrial Polluting Source Investigation
The principle and method for setting cut-off point in key industrial polluting source investigation are discussed, and empirical research is carried out based on Henan pollution census update data ( 2010 ) . It is indicated that, all indicator of industrial pollution are high positive skewness distribution which are suited to catalogue sampling, the differentiation of industrial polluting sources into key sources and non-key sources is still feasible as an investigation principle in environmental statistics, complete survey is for key sources while sampling is for non-key sources. However, the cut-off point should be lowered down to 80%.
